At each end of the lock and Denver Sluice, there were two pairs of gates pointing in opposite directions, so as to be able to lock vessels through whether the tide was higher or lower than the non-tidal water on the other side. Here Roger is looking at the gates at the non-tidal end. I understand that nowadays the gates at one end (if not both) have been replaced by a guillotine gate.
