This rail is on the off-side lower shoulder of one of Bosley locks - lock 11 if I remember correctly. I assume it had some practical function when the locks were worked by horse-boats, but I can't think what it might have been, unless it was a leverage point to help boats round the sharpish turn from the lock below.
