So there we have it, BW is supposed to be commercially
independent. The inland waterway system is a priceless national resource
available for use by all in one form or another in terms of visiting, walking
or cycling, or just the amenity in general as well as the more expensive
pursuits such as boating or even purchasing an angling licence.
Clearly therefore it should be getting a commercial return
from users who currently enjoy the use of this priceless national resource free
of charge and I would have thought that BW should be up front about its
commercial role and be invoicing the government for say £1 per head of
population per year for these services, not begging cap in hand for "charity"
from DEFRA.
